The citizens are near revolt. The male exclusive government has sunk to no confidence amongst the electorate. Instead, the citizens assign their faith to a soriety of elitest women, known as the Ofay Unionist. The Ofays are celebrities, part rock star, part socialites, and totally difficult. To be an Ofay, a woman must swear an allegeance to absolute truth, an issue for politicians who would have an Ofay as his wife.
To save the Nation State from tumbling into anarchy, a group of independent administrators are hired. They are the Secretary Cadre. The Secretaries have omnipotent power in their respective fields and can only be removed if proven to be not mentally viable. A paranoid Cogress orders countless evaluations to insure competency. The Secretary Cadre appears to be working. Things are getting better. Not everone is happy.
Senator Son Nixon, a member of the Recessive Party, watches the inner city burn, from his balcony. His Ofay wife, Beautiful Fourth wakes. She querries him as to his early rise. He tells her a new day is beginning. She assumes this to be a metaphor, and that deceit is at hand. Nixon knows he has to move quickly, as keeping deceit under wraps would go against the charter of an Ofay.
Marcus DeVille is the Secretary of Economics and Commerce. He is a stiff, efete sort of fellow, intellectually brilliant, and with a keen sense of duty to his position. He is perfect for the job of administrator, with but a single flaw, he is a hopeless romantic. His wife,. White Flowers is an Ofay of high celebrity, a soaring ego, and a lack of tolerence for displeasure. White Flowers is agitated over DeVille's inability to balance job and marriage. She's on the verge leaving him.
While tending to his morning constitution, DeVille is summoned by Major S.L.A.G., the military delegate assigned to keep Marcus secure. S.L.A.G. is a monogender, one of a group bred for military service. During the war, because of governmental infighting, the military ceased to function. S.L.A.G. led a coup, seizing control of the military forces, and routed the invaders. The government wanted to declare S.L.A.G. a traitor, but the population declared it a hero. Unable to court marshall S.L.A.G., the Congress assigned it the task of playing nurse maid to Deville. A position that both of them despise.
Snap evaluations, in remote buildings are an ordinary inconvenience for DeVille, still, no public servant of high standing could ignore the possibility of foul play. As DeVille enters the room, he is relieved to find a beautiful young Ofay assigned as his inquisitor, who introduces herself as The Roman Numeral X. X proves to be formitable, and she quickly gets to the core of DeVille's psyche. So quickly, that DeVille gets irritated that his day is being interrupted for such a short session. Before DeVille can get through the door, he turns and professes his love for X, and request that she considers an offer of marriage from him. Both seem taken by this sudden turn of events, but X informs him that she will consider, only because she is of lower social rank, and such a marriage would increase her standing inside the Ofay Union. Deville is thankful for her consideration, and leaves with a new found happiness.
The method of insurrection is set.
